SceneDaily is reporting that NASCAR has tweaked its wave around rule on restarts to eliminate cars that are under penalty. Before the tweak, a car caught speeding during a green-flag stop could get the wave around if a caution came out before the penalty was served. This would keep the penalized car on the lead lap. Now, the car would start one lap down at the tail end of the field.
